Paul is an advocate for CDWD, including Dalit rights, renowned for his expertise in economic rights and his commitment to human rights. As the Convenor of the Global Forum of Communities Discriminated on Work and Descent (GFoD), he spearheads the voices of marginalized groups, including Dalits in Asia, Roma, Cinti, and Gypsies in Europe, Haratin, Mbororo and Neeno in Africa, Quilombola in Brazil and Palanque in Colombia. He is a founding member of the National Campaign on Dalit Human Rights (NCDHR).
Paul has been a driving force in advocating for the inclusion of marginalized communities within the framework of the Sustainable Development Goals, ensuring their voices are heard in the new development paradigm. In 2017, Outlook Magazine recognized his impact by naming him one of the 50 most influential Dalit leaders in India.
For decades, Paul has actively engaged with communities facing discrimination based on work and descent, strengthening access to justice and promoting gender equality, particularly through the lens of caste and gender intersectionality. He has extensively made interventions on CDWD issues at numerous global forums, including the UN systems in New York and Geneva, as well as various regional and national SDG forums and other platforms. His efforts extend to financial accountability, transparency, and participatory governance. Paul has worked closely with the Indian government on targeted budgeting and accountability, focusing on the economic empowerment of Dalits. He has initiated campaigns to ensure equitable access to government budgets, advocating for budgeting practices that prioritize marginalized communities.
